The objective of the service is to support the investor in developing an eco-industrial park (EIP) model for Tien Lang 2 Industry Park (IP), meeting the EIP criteria specified in Decree No. 35/2022/ND-CP and Circular No. 05/2025/TT-BKHDT, while also referencing international guidelines from the United Nations Industrial Development Organization (UNIDO) for promoting the application of RECP and industrial symbiosis.

Main Activities:

  • Analyze natural conditions, infrastructure, and environmental aspects of the project area;
  • Propose preliminary industrial symbiosis models;
  • Recommend RECP solutions and the use of renewable energy;
  • Develop planning orientations for environmental and technical functional zones;
  • Propose management and operational mechanisms for the EIP;
  • Organize training and capacity-building activities for the IP developer; and
  • Provide consulting support on documentation and procedures for project submission to competent authorities.

Results Achieved:

A finalised report consulting on the development of an EIP model for the Tien Lang 2 IP covering the following key contents:

  • Consolidated legal regulations and implementation experiences of EIP models at both national and international levels;
  • Identified target industries for investment attraction aligned with the development orientation of Hai Phong city, with the potential to establish industrial symbiosis and meet the development strategy of the IP developer;
  • Proposed planning orientations for functional zones and symbiotic infrastructure systems, creating a foundation for linkages among enterprises;
  • Provided typical RECP solutions, renewable energy utilization options, and a preliminary industrial symbiosis model; and
  • Proposed a smart and sustainable management model and monitoring mechanisms for the IP based on UNIDO’s standard references.
